Foreign Office, February 27, 1909. HANKOW-CANTON Railway Loan. Your telegram No. 38 of the 2nd instant. On the 23rd instant a telegram was received through Hong Kong from Bland stating that Canton--Kowloon terms had been refused by Chinese, who hold out for those agreed upon in the case of the Tien-tsin-Pukou line. The Hong Kong and Shanghae Bank have information to the effect that Germans would furnish the money required on the latter terms; in order to avoid certain competition, it would, therefore, appear to be advisable to endeavour again to induce the French to agree to the Germans participating.
With our concurrence Mr. Addis left for Paris last night. He will try to arrange an agreement on Canton-Kowloon terms of control as minimum, between the three groups, for all railway loan business in China, including Hankow-Canton Railway.
